Ferrari confirmed the puncture suffered by Michael Schumacher, which cost the team a decent shot at the constructors' championship, was caused when the German collided with Giancarlo Fisichella early in the Brazilian Grand Prix.
Schumacher was fighting back from tenth on the grid after suffering a fuel pump failure in qualifying when he attempted to pass the Renault driver on the outside.
His left-rear tyre was lacerated by Fisichella's front wing, forcing Schumacher to drop to the back of the pack, 70s behind the leader Felipe Massa.
"It's definitely in the overtaking manoeuvre that he got the puncture," said Todt, who said it was not done intentionally, despite Renault ultimately benefiting from it.
"We have to see in slow motion.
"It's definitely a racing incident, but let's say that the overtaking manoeuvre wasn't very much helped, which I can understand.
"It wasn't very well supported, and probably it did not help Michael in his overtaking."
Renault won the constructors' title thanks to new world champion Fernando Alonso finishing second at Interlagos with Fisichella sixth.
Ferrari needed Massa and Schumacher to finish first and second to stand any chance, and while the retiring superstar fought back to fourth, Todt added that Ferrari had not made Michael's task any easier.
"But I was simply disappointed that Michael has had to fight since yesterday, since yesterday with a fuel pump, then, after the overtaking with Fisichella, he had a puncture," said Todt.
"He was almost lapped by Felipe, who slowed down a bit to lap Michael and to let Michael come back.
"So Michael is unique and he has demonstrated that again today."
